Andra-Lucia Martinescu specialises in threat intelligence, operations and conflict analysis. She is the co-founder of The Diaspora Initiative, an independent project based in Luxembourg, focused on innovative research at the intersection of diaspora studies, migration, development and good governance. She currently serves as a Senior Research Fellow with The Foreign Policy Centre, a London-based think tank. Previously she was affiliated in various research capacities with the British Army’s Centre for Historical Analysis and Conflict Research (CHACR), the Royal United Services for Security and Defence (RUSI), as well as RAND Europe, among others. Andra-Lucia is actively involved in civic-tech projects, independent electoral monitoring and grassroots activism.
Marius Dima is the founder of Qriton, where he develops neural-symbolic AI systems that combine AI with reliability for critical applications. He also leads civ-tech projects such as igov.ro, promoting open data governance and citizen participation. His path to AI came through two decades in industrial automation, including work on off-shore platforms and with manufacturing systems. He believes AI should be both powerful and accountable, especially when real decisions and resources are at stake. Based in Germany, he brings a European perspective on AI governance and practical experience with emerging regulatory frameworks.
